Innovation in Sending Cash Payment for Emergency Hardship Funds

The pandemic and now the Cost-of-Living crisis has exposed the importance of getting financial hardship / welfare support payments immediately to struggling households facing real hardship.

Councils, housing associations, charities and other public sector organisations have increasingly been charged with implement and disbursing an array of welfare assistance / support programme for its low-income residents – most notably the Household Support Fund. There is growing consensus around ‘cash first’ schemes that prioritise cash grants rather than vouchers and food aid or goods (in-kind support) - based on mounting evidence on the benefits of a providing cash payments.

But cash disbursement is not simple - often time-consuming and complex requiring the collection and storage of customer’s bank details. It is also especially difficult to deliver to the most financially vulnerable – such as the 1.7 million households that do not have a bank account or the 14 million that use their unarranged overdraft each year, where funds are swallowed up.

This session will highlight the growing need around this topic and highlight the challenges councils, housing associations, charities and other organisations needing to send emergency payments face.
